The Higher Education Emergency Relief Fund II (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, signed into law on Dec. 27, 2020. In total, the CRRSAA authorizes $81.88 billion in support for education, in addition to the $30.75 billion expeditiously provided last spring through the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136.

The Monongalia County Technical Education Center was eligible to participate in the two programs below based on the approval of the grant applications for the CRRSAA completed in April 2021.

CRRSAA ACT SECTION 314(a)(1): HEERF II Student Aid Portion

What is the HEERF II Student Aid portion of the CARES Act?

Under CRRSAA, financial aid grants are made to students (including students exclusively enrolled in distance education), which may be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or child care.  The Secretary does not consider these individual financial aid grants to constitute Federal financial aid under Title IV of the HEA.

Who is eligible for the Student Aid portion?

The CRRSAA requires that institutions prioritize grants to students with exceptional need, such as students who receive Pell Grants.  However, students do not need to be Pell recipients or students who are eligible for Pell Grants in order to receive this financial aid grant.

The Monongalia County Technical Education Center signed and returned to the Department of Education, the Certification and Agreement and the assurance that the institution would distribute $46,841.00 of the funds received under the CARES Act to provide Emergency Financial Aid Grants to Students.

Student Portion Disbursements:

05-20-2021 (Disbursement #1)

The Monongalia County Technical Education Center distributed CRRSAA HEERF II student aid funding to all students who were active as of March 1, 2021.  Grant funds were disbursed evenly among 50 students enrolled in Title IV eligible programs during second semester 2021.  Fifty (50) students received $936.82 for a sum of $46,841.00.

Update: 09-30-2021

For the (July - September) quarter ending September 30, 2021, the Monongalia County Technical Education Center has disbursed a total of $46,841.00 in Emergency Financial Aid Grants to eligible students. 

The Monongalia County Technical Education Center has since received an additional $177,409.00 in CARES Act funds to provide Emergency Financial Aid Grants to Students. (Total Funds received = $224,250.00.)  These additional funds are anticipated to be distributed to our students over two separate occurrences. Half will be distributed in November of 2021 and the remaining is anticipated to be disbursed April of 2022.

Update: 11-15-2021 (Disbursement #2) 

As of November 15, 2021, The Monongalia County Technical Education Center has disbursed an additional $88,704.50 in Emergency Financial Aid Grants to 47 eligible students (October – December quarter) in the amount of $1,887.33 each. This totals $135,545.50 in student relief distribution to date.  See linked report for (below) Q4 2021.

*The Monongalia County Technical Education Center did not distribute HEERF II Student Aid Portion funds during this past quarter. (January - March) The remaining funds ($88,704.50) are scheduled to be distributed in early May of 2022.  See linked report for (below) Q1 2022

Update: 07-05-2022

Update: 10-5-2022 (Disbursement #3)

The Monongalia County Technical Education Center did distribute HEERF II Student Aid Portion funds during this past quarter. (July – September).  Fifteen (15) students received $500 relief funds during the past quarter ($7,500.00) A total of $143,045.50 has been disbursed to date.  The remaining funds ($81,204.50) are scheduled to be distributed in the fall of 2022.   See linked report for (below) Q3 2022.

Update: 01-04-2023 (Disbursement #4)

The Monongalia County Technical Education Center did distribute HEERF II Student Aid Portion funds during this past quarter (October - December).  Forty-two (42) students received $1,933.44 in relief funds during this past quarter ($81,204.50).  The HEERF II Student Aid Portion funds ($224,250.00) have been completely disbursed.  See linked report for (below) Q4 2022.

Institutional Portion Expenditures:

The Monongalia County Technical Education Center did utilize HEERF (a)(1) Institutional Portion funds ($89,027.30) to purchase technology upgrades for students. See linked report for (below) Q2 2022.

Update: 07-06-2023 

The Monongalia County Technical Education Center utilized institutional grant funds to provide cost-free tuition to 50 students seeking their EMT certifications. MTEC contracted WVU Shirley Kimble Training Facility to provide the instruction. Two sessions have been completed in the calendar year of 2023. The total cost of those sessions equaled $55,000. National and Statewide need for certified EMTs has increased due to COVID.  See linked report (below) Q2 2023  

Update  10-10-2023 

The Monongalia County Technical Education Center did not expend COVID funds during the 3rd quarter of 2023. In December the institutional grant fund allotment will be used to provide cost-free tuition to 25 students seeking their EMT certifications. MTEC contracted WVU Shirley Kimble Training Facility to provide the instruction for this opportunity. The remaining funds are to be distributed to students for financial aid purposes in November of 2023.  See Linked report (below) Q3 2023

Dear Student,

The 2020-2021 academic year has been like no other in our history. You have endured obstacles this year that students in past years could not imagine. With Covid-19, the federal government issued stimulus checks; the federal government also allotted monies to schools for institutional needs as well as student needs.

The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) of 2021 provided funds for students. MTEC recently requested these funds in order to offset some of the hardships endured by students during the 2020-2021 academic year. These funds can be used for any “emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or child care.”

The CRRSAA states that adult students must be enrolled in Title IV (Pell eligible) programs to be eligible for the funds. Students are not required to be Pell eligible to receive these funds.

The funds received by MTEC are being divided equally among all adult students who were enrolled during second semester in Pell-eligible programs. The Title IV programs include Practical Nurse, Pre-PN/Medical Assistant, Surgical Technology and HVAC Technician.

You are receiving the check today to be used as needed for reimbursement of costs you incurred during the school year. Please take the time to cash the check in a timely manner as the funds cannot remain in the school’s account.
