General Information
The Adult Learning Center at MTEC, located in the Pierpont building, Room 108. MTEC Campus, is a professional educational facility which provides a flexible learning environment for the basic needs of the individual learner. In addition to GED (High School Equivalency Diploma) preparation, career and college readiness services include: basic skills instruction, job readiness skills instruction, life-coping skills instruction, computer literacy skills, and preparation for specialized examinations.
English Language Acquisition (which replaces English As a Second Language) addresses the needs of adult English Language Learners which is also offered at The Adult Learning Center at MTEC.

English Language Acquisition (ELA)

English Language Acquisition (ELA) replaces the formerly-used term English as a Second Language (ESL).
The English Language Acquisition (ELA) program at The Adult Learning Center at MTEC is a specialized part of West Virginia Adult Education (WVAdultEd) that addresses the needs of adult English Language Learners (ELLs) including immigrants, temporary residents, and citizens of the U.S. whose native language is not English or who live in a family or community environment where a language other than English is the dominant language. This was formerly referred to as English as a Second Language (ESL).
Classes include beginning, intermediate and advanced levels of the English language and are free.
According to Title II of the Workforce Innovation and Opportunity Act (WIOA), the “English Language Acquisition program” is defined as:
“A program of instruction designed to help eligible individuals who are English language learners achieve competence in reading, writing, speaking, and comprehension of the English language; and that leads to attainment of the secondary school diploma or its recognized equivalent; and transition to postsecondary education and training; or employment.”
Federal rules prohibit WVAdultEd/ELA programs from serving individuals who have come to the United States for the purpose of studying full-time in a university or a private language school. A particular type of visa is issued to full-time foreign students studying in the U.S. Students with this F-1 Visa status may not be served by WVAdultEd/ELA programs.
In summary, the Adult Learning Center at MTEC MAY NOT:
• Assist a foreigner in obtaining an F-1 Visa by issuing an I-20
• Allow a foreign student with an F-1 Visa to transfer to the WVAdultEd/ELA program from a university or private language school
• Serve a foreign university student with an F-1 Visa who wants to supplement his or her education by attending your program
